GENERAL MANAGER/EXECUTIVE DIRECTOR
Position Description
The Executive Director/General Manager reports to the MCPB Board of Directors, and provides leadership in formulating and implementing the organization’s mission, values, goals, and programs. Key areas of responsibility are: resource development and financial management; planning; facilities development and management; community relations and advocacy; program development and evaluation; administration and legal compliance. The ED/GM reports to the Board. Paid and unpaid staff report to the ED/GM.
Responsibilities include:
Resource Development and Financial Management
· In partnership with the Board, oversee all resource development activities and strategically prsue fund development opportunities and partnerships to diversify MCPB’s resource base.
· Assure an appropriate account system and adherence to financial policies/procedures
· Recommend an annual budget in cooperation with the Finance Committee for Board approval.
· Monitor and prudently manage MCPB’s resources within the approved budget.
· Assure development of financial statements with regular review by the Finance Committee and Board.
· Provide leadership in technology planning MCPB’s HD Radio conversion.
· Assure ongoing strategic planning, including regularly reviewing progress and updating goals.
· Facilitate development of the annual budget and programmatic work plan for Board approval.
Facilities Development and Management
· Assure continued operation of mCPB’s six facilities in a manner that best serves the mission and constituency of the station.
· Identify opportunities and potential partners to maximize community benefits through through creative utilization of MCPB’s existing facilities as well as other venues.
Community Relations and Advocacy
· Serve as MCPB’s primary spokesperson, assuring the organization’s mission, programs and services are consistently presented in a strong, positive light to current and potential stakeholders.
· Provide leadership in developing appropriate messaging for diverse constituencies.
· Maintain positive relationships with community, cultural and civic leadership
· Participate in local, state, and national networks as a leader in the community media field.
· Monitor telecommunications policy developments and help shape MCPB’s advocacy role in the field.
Program Development and Evaluation
· Oversee and expand services to community members, partners and local government in line with MCPB’s mission through broadcast programming and other activities.
· Provide strategic leadership in catalyzing new partnerships with nonprofits, diverse community organizations, and other potential partners.
· Provide ongoing evaluation of MCPB’s broadcasting, programs and services
Human Resources: Board, Staff, and Volunteers
· Support the Board in its ongoing governance work, including recruitment, orientation, training, and evaluation activities.
· Assist the Board’s leadership in engaging the Board in its governance duties while also staying in touch with the heart of MCPB – how the organization is making a difference in the community.
· Work with employees to manage workloads, regularly review staff performance, and assure professional development opportunities for all staff.
· Manage hiring, dismissal, retention and recognition of employees, assuring compliance with authorized personnel policies and applicable laws.
· Assure that MCPB maintains appropriate volunteer systems and practices to encourage and recognize the contributions of volunteers.
Administration and Legal Compliance
· Assure appropriate administrative systems to support MCPB’s governance and operations.
· Manage MCPB’s legal affairs.
· Administer MCPB’s compliance and timely reporting in accordance with grants, contracts and applicable laws and regulations, including FCC, IRS, CPB, etc.

Accounts receivable
Invoice underwriting clients and manage payment schedules
Process all individual donations – process credit cards and put together bank deposits
Process and maintain monthly EFT’s (electronic funds transfers) 2x’s per month – run function and follow up with expired/declined cards
Accounts payable
Enter and manage all bills in Peachtree (accounting software)
Pay all bills in conjunction with GM
Make accounting adjustments
Track all prepaid expenses – end of each month make entries
Track employee accrued vacation – quarterly make entries
Track prepaid underwriting – quarterly make entries
Track underwriting trades – quarterly make entries
Manage and maintain membership database - Allegiance
File/Pay sales tax quarterly – Board of Equalization
File form 109 by Sept each year - Franchise Board
Prepare financial reports monthly and quarterly for GM and Treasurer
Process 1099’s and 1096’s for IRS and contractors at end of calendar year
Prepare all documents for audit and meet with the auditor
Work in conjunction with Treasurer and GM to create the yearly budget
Reconcile bank statements with accounting software
Send list of individual donations when payments are made to membership coordinator so that they can generate thank you/tax receipt letters
There are two positions open for election by all members: one for District 1 (Talmage, Calpella, Redwood Valley, & Potter Valley), and one At-Large seat. To fill one of these positions you must be a member in good standing by December 31st, be able to carry out the responsibilities of a member of the Board of Directors, a list of which is available on the Elections webpage, and submit an application by January 30th, 2016.
